Mitigated Determination of Non-Significance
T. Bailey Steel Fabrication Facility – March’s Point
Description of Proposal: T. Bailey proposes to establish a steel fabrication facility and yard within the former gravel quarry site on South March’s Point road. The facility will be used for steel fabrication and storage.
The proposal includes:
Demolition and site grading: Existing structures on the site (an abandoned shop, well house and drinking water well) will be demolished or abandoned. Approximately 20‑acres of the 26‑acre site and the eastern edge of the adjacent property will be graded to provide level areas for the steel fabrication facility and associated laydown yard. Approximately 480,000 cubic yards of material will be excavated on the site, of which approximately 27,000 cubic yards will be reused on-site. Between 400,000 and 415,000 cubic yards of material will be exported off site.
New and relocated structures: A new office and fabrication warehouse will be constructed on the site after grading is completed. The 320’ by 350’ fabrication warehouse with an attached maintenance shop of 30’ by 200’ will be located in the northwest corner of the site, as far away from the heron colony south of the site as practicable. The office will be located in the southwest corner of the site. An equipment storage building, which is a 200’ by 50’ Quonset hut, will be relocated onto the property from T. Bailey’s existing leased operations site in Anacortes.
Vehicular access and parking improvements: Vehicular access to the site will be via an existing access road off South March Point Road and via two new access roads to be constructed on the northeast and east sides of the site. The existing road will be extended and paved and will provide access to the main yard and warehouse area. A new entrance and access road will be constructed on the north side of the property, with access to the new office, and relocated equipment storage shed. Parking on the site will include a new 24 space paved parking area adjacent to the new office building, a paved 75 space lot next to the production warehouse and 60 space (unpaved) provided along the yard perimeter next to March Point Road.
Utilities: Water, sewer, and power will be connected to existing lines along March Point road. Storm sewers and drainage will also be upgraded.
Mitigation measures: The project includes the following mitigation measures, intended to eliminate, reduce, and/or avoid significant environmental impacts:
1. Restrictions on timing of demolition, construction and grading: Demolition, construction and grading activities will be limited to daytime hours from July through January to minimize potential impacts on the heron colony.
2. No earth moving activities will be allowed in February, March, or April; construction or installation of buildings in the southeastern area of the site will be delayed until July to minimize potential impacts on the heron colony.
3. Demolition and grading will utilize conventional methods and equipment; no blasting is anticipated.
4. Cleared areas will be hydroseeded and replanted as soon after clearing and grading as practicable.
5. Location of main fabrication building as far away as practicable from the heron colony.
6. Design and alignment of building openings to minimize noise escapement.
7. Installation of noise dampening insulation in main fabrication building.
8. Use of covered and down shield lights to minimize impact on heron colony.
9. Retention of a forested buffer of at least 200’ between the road and yards and heron colony.
10. No activities will occur within 400’ of the existing eagle next on the adjacent property.
11. Construction traffic will be directed, to the extent practicable to the northeast and north access roads, and away from the heron area.
12. Construction and facility operations and facility operations will comply with applicable Best Management Practices (BMPs) and regulations related to storm water pollution prevention, erosion control, and drainage control measures.
13. The existing drainage will be enhanced and adequately sized detention pond/vault will be provided for storm water.
14. Construction and facility operations vehicles will implement all applicable BMPs and will comply with all applicable traffic regulations and ordinances, including contribution of mitigation fees to the City of Anacortes toward implementing future traffic improvements.

The lead agency for this proposal has determined that, as mitigate, it does not have a probable significant adverse impact on the environment. An environmental impact statement (EIS) is not required under RCW 43.21C.030(2)c. This decision was made after review of a completed environmental checklist and other supporting documents on file with the lead agency. This information is available to the public on request.
This MDNS is issued under WAC 197-11-340(2); the lead agency will not act on this proposal for 14 days from the date below. Comments must be submitted by July 30, 2002 to the following address:
