Skagit River Development

Don Clark won the right to expand his resort along the banks of the Skagit River but now faces the wrath of environmental groups, federal regulators and local Indian tribes. "It's remarkable that this type of project with inadequate environmental review could be approved in this day and age of fish on the brink of extinction," said Larry Wasserman, environmental services director of the Skagit Cooperative.
